That's your problem, I believe.

I had asked Stephane about this (offlist) a few weeks ago, and hopefully he won't mind me pasting his reply here:

"The Developer ID certificate may look to work fine but it won't on a Mac that does not have the WWDR intermediate certificate. At this time, Packages (as PackageMaker) only embeds 1 certificate whereas 2 are needed here.

The workaround is to use the productsign tool (available in Mac OS X 10.6 and later)  to sign the packages."
