This is a very misleading error message. I saw this recently, and it turned out that the App Store requires you to have Spotlight Indexing turned on for your main drive - I had it turned off. Reindexing my drive made it work again.

Spotlight is, and has always been, turned on on this drive.

I guess I can try to force a re-index to see what happens.  Of course, there isn't a nice button that says "Spotlight, reindex", is there?  It's going to be some gnarly 'mds' command-line incantation.  Does anyone know it offhand?

And the prize goes to Stefan.  Thank you very much for the suggestion, after I reindexed my drive, the App Store graciously let me download the upgrade.

For the record, you drag/drop your System drive to the "Privacy/Don't index these" list in the Control panel, then remove it, then wait for half an hour while the drive reindexes.

No idea why it went broken, but I'm also not interested in pursuing it, since that would involve breaking my working system.
