What are you right-clicking on? The location where you right-click (the project/group/file, or lack thereof) in the Project navigator seems to determine the enabled options

I tried doing so with various things selected, but apparently not ON the selected item.  Right-clicking on the project at the top does enable "new group."

This actually makes sense and is how I would've expected it to work... BEFORE I got used to the way Apple typically ignores what you have selected or right-clicked on.  A great example is Finder, which refuses to add a new folder to the selected one (and instead adds it to the volume root, often off the screen).
