You may have been rather unfortunate. The huge (and finally no-longer-growing) thread on the devforums says the provisioning portal has been sick and giving loads of error messages and no certificates, including 'Invalid Certificate' and 'Error', possibly not such a useful message!
It's back up now, from all reports, and catching up with the backlog.
