No. It's a complex *shipping* product. The  second adjective is important, and implies at the least that it basically functions. For many people it doesn't.

But many people find it doesn't. So what's your point? It's all their fault for conspiring to use it badly and not submitting bug reports?

Maybe it's just, you know, entertaining? OTOH, sometimes complaining, rather than just playing along and pretending everything's OK, is a good thing. My own view is that Xcode is a failure well beyond the reach and purpose of individual bug reports, and that Apple's closed and incomplete official developer communication process is not worth participating in. I'd like to see complaints in public and unofficial channels reach such a head of steam that Apple feels embarrassed into paying attention.
