It is there, but you have to click the 'View all downloads' link.

It is there, but that's not what the link says.  It's erroneously labeled:

Looking for additional developer tools? View Downloads

Adding to this already fun exercise is the fact that Safari won't let you decide where to download things.  So your 2GB download will go where Safari wants it to go, then you get to move it to (for example) the external drive that you have all your software on and wanted to download it to in the first place.

And no, right-clicking on the link won't work.  You'll get a file called index.action.html.
