Nope, I didn't touch anything, it's just broken.  Perhaps if I let it reinstall Xcode completely, it would get itself out of its hole.  But for now at least it's easier to just install the updated versions manually.

Plus I've learnt to be extremely cautious with Xcode 4 updates anyway, so having the installer dmg for previous versions has come in handy more than once.  I'm forced to stick with 4.1 at work, for example.
