Graphics should _always_ draw at full resolution no matter what the screen scale is set to. If they don’t, the app isn’t Hi-DPI aware and needs to be updated (probably by making sure that offscreen pixmaps it draws into match the screen’s resolution.) A number of graphics apps I use, like Acorn and Sketch, have been updated for Hi-DPI support in the past month or two.

If someone has their screen cranked up (down?) to small scale, it’s either because they love small print, or because they’re trying to work around a graphics app (not Xcode) that doesn’t support HiDPI. Doesn’t seem like anything that’s Xcode’s fault.
