Alastair,
Perhaps you're right, but I hope not, since I just went to the trouble of installing 10.9.3. Somewhere on one of Apple's sites it says that 10.9.3 is adequate (but apparently not earlier versions of Mavericks). I've sent a message to developer services about this and if I get a reply, I'll post it.
