This is untrue. Workspaces are designed to be shared, which is why you
can choose the individual components of a workspace to be included in
the shared along with the workspace or kept in your own private section
within the workspace. (Though if you have multiple developers with
identically-named user accounts sharing the same workspace, things get
hairy.)

Indeed, they are the same: they are meant to be shared. Right click a
breakpoint and choose "Move Breakpoint To" : "<Workspace Name>" to share
the breakpoint with your other developers.
