The Xcode 6.0 betas had swift for iOS and OS X, but the 6.0.1 release was for iOS so iOS developers could build for the AppStore. Swift OSX dev wasn't included in that release. Which is why the Xcode 6.1 betas started immediately for 10.10 development.
