This is CLEARLY the wrong error message. It's worse than simply "wrong", it's misleading.
You may be overthinking this one. In the last few weeks, I’ve got this often when starting an upload. Generally, trying again works.
What I think is happening is that your identity validation is timing out because the upload service is very, very busy at this time of year. I suggest you try again once, and if it fails again try again at a different time of day.
There could of course be more complicated reasons — broken software or whatever — but start with the easiest.
