Missing Module

I just downloaded Xcode 8.1 and when I start a new Playground I get an error on the line “import Cocoa”, saying “no such Module”. But if I start a new Swift Project it works OK with the same import line at the start of the files.

How do I tell the playground where to look for the Cocoa Module? It’s clearly there someplace.
