FWIW, I reached out to Chris via email but that email address is no longer valid. I also tried a couple of admin addresses I could think of. Hopefully this will get some attention.
More troubling is that the Apple developer mail lists are so unmaintained now that there’s no admin to even make sure the lights are still on. This doesn’t bode well for the future of these mailing lists and I’m now looking into other resources. I guess the Developer Forums is where we need to go?

There isn’t anyone. The admin link at the website hasn’t been monitored for 10-15 years, and there’s no active moderator on this list for a couple of years. Eventually, someone from Apple will notice your post here, so you did the right thing.
The last official (co-)moderator was Chris Hanson. IIRC he’s email@hidden, or CMHanson on the developer forums. You could try contacting him directly.
But my guess is that the server just crashed and no one noticed yet.
