If you need to take PPI into consideration the simulators are going to be inappropriate anyway. They don’t attempt to simulate the native device PPI, they just run 1:1 with your display.
The only way to accurately verify what you are trying to verify is to use real hardware.

The only reason (that I can think of) where you may want to have different UI on an iPad mini is because the UI would be too small. If that's the case, maybe it's time to re-think the UI on the regular iPad too.
