Well sometimes addressing a bug gets linked with a larger project (say

It is easy in those situations to have what appears to be a simple
defect pushed out in time. Of course I am only speculating based on
real world experience with large projects/code bases.

In other words based on my experience with large projects I don't find
Apple's team any worse then what I have seen take place a several
companies...

As I understand what you're saying, I see a significant difference. In most cases the effects of the kind of issues you describe are limited to those within the company that owns the project. When Mac OS X, Xcode, Interface Buildler or any other tool on which Mac developers are dependent has a bug or missing functionality that reduces the productivity of developers who use them, it certainly affects employees at Apple who rely on those tools, but it also affects tens of thousands of developers outside Apple who rely on those tools. And when I say "affect" I don't just mean it annoys them or causes them to a little more work to get their desired results. The nature of this work being what it is, the results can be delayed product releases, less compelling products, as well as thousands or tens of thousands of dollars in lost revenue.

Apple wants as many developers developing as many compelling products as we can for Mac OS X, but in some ways we're expected to do that with technology that's 5, 10, or 20 years old. Everything considered I think it's in everyone's best interest for Apple to provide absolutely the best tools possible, as quickly as possible.

Just my $0.02.
