Yes, it can be done, at least for OS 9.x. Take a look at the dictionary for
"Network Setup Scripting". It can get a bit convoluted to figure out, but it
can be done. As for OS X, I just got to it and haven't tried to figure out
how to do it in OS X yet, but I have no doubt that it can be done.
