GUI Change NetLocation / Can't find SysEvents dictionary

Is there a way to change network location with GUI Scripting? Anyone got a
script ready to go?
On a related note, my System Events 1.1.2 can't find its dictionary, was it
not yet endowed with one? So as a result, I can't run GUI but I could in
SysEvents beta.
