OS versions lower than 9.1 won't work as Classic, but the computer can still boot in those OSs (assuming they could boot in them prior to installing OS X).

So, yes, he can run both OS X and 8.6 on his Bronze Powerbook; he just won't be able to run Classic with that configuration.
