Create a folder in your user Library naming it ScriptingAdditions (all one word). You can then add osaxen to that folder without having to deal with permissions. The capabilities of that scripting addition will be available to the user who logs into the account with that Library. Scripting Additions added to the root Library would be available to all users on that machine.
