very newbie:how to install a scripting addition in OS X?

I want to use an "osax" for the first time. However, I'm not sure how its supposed to be done (10.2.8). I tried to just drag an osax to the /system/library/scripting additions/ folder, but I got a locked error. I didn't see a scripting additions folder inside my (/user) /library folder. Do I have to go to terminal and copy as root? I would assume there some other way, but I didn't see it. I also want to make sure that the /system/library/scripting additions folder is the correct one to move it to
