No, not always, but for a very very long time it was a "almost" synonym
in that esc worked for Command-. almost all the time. In fact, there
was even an extension called "Escape, Damnit" that fixed the few times
that it didn't work (This is back in System 7 era). I think by the
time MacOS 8 came out the escae key was fixed to always function as
command-.
