If the user holds COMMAND and OPTION down at the time of the drag meaning not "move" but "make an alias to" you might have a chance.

Does creating an alias trigger a folder action?

Can one ask AppleScript to set a variable of type alias which is in fact the alis resource inside of a Finder alias file?
