claimed that it doesn't work, others have no problem, and still
others claim that you must write this setting logged in as root.
Also look at the '☞' character in my sig. Apparently having such a
character anywhere in the message body will force the encoding.

I'm not acustomed to terminal.
I opened a terminal window.
I entered
sudo
then I entered
defaults write com.apple.mail NSPreferredMailCharset "UTF-8"
Alas this seems to change nothing in the Mail.app behaviour.
It continues to default to automatic.
