I'm not acustomed to terminal.
I opened a terminal window.
I entered
sudo
then I entered
defaults write com.apple.mail NSPreferredMailCharset "UTF-8"

I used:
% login root
% <-- enter root_password
% defaults write com.apple.mail NSPreferredMailCharset "UTF-8"
Alas this seems to change nothing in the Mail.app behaviour.
It continues to default to automatic.
I think you can only see the change in the raw source of the email
message. And as I mentioned before, the articles say that I works for
some people but not for others -- I do not know why.
