It's called "removing features that most people don't use." Typically, you'd set the language once in System Preferences and run with it. Again, you can use Show Package Contents, there are third-party utilities that fill the gap (it wouldn't even be very hard to write your own), and you can file a bug asking for it back if you feel strongly about it.

PS: Technically, the Get Info slice didn't let you set the language to use, it let you enable and disable installed ones, but given that plus the right ordering of fallback languages in System Preferences, it amounts to the same thing. _______________________________________________
