I ran this with Terminal.

RLP:~ rpoland$ chown root:wheel /Library/LaunchAgents/ com.rpoland.SetSoundVolume2.plist
chown: /Library/LaunchAgents/com.rpoland.SetSoundVolume2.plist: Operation not permitted


No idea how you got the permissions readout you show.

For manipulating things with higher permissions than the current user, you always have to use 'sudo'…
