Operation not permitted
No idea how you got the permissions readout you show.
For manipulating things with higher permissions than the current
user, you always have to use 'sudo'…

OK, I tried sudo chown root:wheel /Library/LaunchAgents/
From the console I get a lot of messages like;
Sep 18 15:18:00 RLP com.apple.launchctl.Background[64431]: launchctl:
Dubious ownership on file (skipping): /Library/LaunchAgents/
com.rpoland.SetSoundVolume2.plist
Please forgive my being so dense. I'm 76 years old and somewhat senile.
