How very odd. Apple is talking about something entirely outside of the download source or modification “in transit”. Yet you clearly stated those were the ONLY two things that code signing could possibly be of use for.
It is almost as if code could be modified outside of those two situations, and codesigning might be of use outside of those situations.
Clearly that is laughable, since you told us otherwise. You should file a bug with Apple on their risable documentation in this instance.

“Code signing your app assures users that it is from a known source and the app hasn’t been modified since it was last signed. Before your app can integrate app services, be installed on a device, or be submitted to the App Store, it must be signed with a certificate issued by Apple. “

The only “considerably more” is to do with accessing Apple sales services. That, I take it, is not what we’re discussing.
