Carbon vs Cocoa

What are the reasons why anybody would choose to right Carbon apps over Cocoa. Is it because Carbon works under OS 9 with CarbonLib? Or is it simply a matter of language
choice ie. Objective-C vs C++?

Why for instance are so many of Apples iApps written with the Carbon APIs?
