What is a low cost way of making an application icon?

For my application Icons, I use GraphicConverter and Aquatint which are both free to try for some amount of time. GraphicConverter can be found at http://www.lemkesoft.de/us_index.html and Aquatint at http://www.sticksoftware.com/software/Aquatint.html
