Unique problem with Tool Tips of a Window and Sheet

Hi,
I have a weird problem with the tool tips on a window.
My framework has a window [launched as modal] with a
custom view as the toolbar.
Before the custom view was added as the toolbar,[had
normal toolbar before] tool tips were working fine on
the windows and sheets.
Now on 10.3.2, I find that the tool tips for ANY
controls on the UI don't appear or misbehave [wrong
tool tips]!!
There are 2 ways in which the tool tips are made to
display on the main window:
1]
Click on the capsule shaped button on the rightmost
top of the window [doing so will hide the toolbar].
Click again on the same [toolbar is now shown], now
the tool tips start appearing correctly on the Main
window but not on the sheets.
2]
Click on the desktop and back on the UI, now the tool
tips start appearing correctly on the Main window but
not on the sheets.
NOTE:
My window has the focus and first responder set, so it
is not a problem with window key and order.
On 10.2.8 - Main UI displays the tool tips correctly
without having to do as suggested above. Tootips don't
appear on the sheets here too.
I don't think there should be any problem because of
the Custom View on the toolbar.
Has anyone had such a problem before?
Can anyone please give me pointers as to why is this
happening?
