Quite true.

Just control-click or right-click on a word in TextEdit. That's a
contextual menu.
Maybe what's confusing is that each application has the opportunity
to add its own items to the contextual menu. These are the items
listed at the top of the menu. Then, contextual menu item plugins get
the opportunity to add their own items after the app-specific items.
So in the Finder's contextual menu, everything down through the
"Color Label" item is added by the Finder, and everything after that
is added by a contextual menu plugin. In TextEdit's case, it appears
that everything in the menu is actually added by TextEdit; the
contextual menu plugins are not choosing to add anything else. They
could, though, if they saw the right content in the selection.
