More to the point, no other application on the Mac does this, so if your app did this, it would be Weird.
And who wants to use a weird app?
Lots of apps with palettes tend to use floating windows for their palettes; this way, the palettes disappear when the app is not frontmost. This makes it unnecessary to force other apps into a smaller space. (Photoshop and Word are two examples of this technique.) Without knowing more about the kind of docking window you want to make, that's the best suggestion I can make.

The sample will do stick to edge of the screen. But Other applications should use only screen area left out by this application.

I searched a lot. thinking that this is not possible in Mac, probably.
