 Well, if it's a tool it may be a feature. E.g. the menu bar or some
disability assistance tool.

 It will probably require clever hacquery, though. My best idea right
now would be to patch NSScreen and the equivalent Carbon API using APE
or mach_inject and mach_override to make the other apps believe the
screen was smaller. Not very pretty and not very easy though.
