Scanning and adjusting poor originals

I would appreciate some advice on at what stage a poorly exposed
transparency should be adjusted within a colour managed workflow.
Should the image be adjusted at scanning or within Photoshop once it has
been converted to the designated working space?
I have encountered problems with transparencies which are underexposed yet
have burnt out highlights.
