From reading your post, it sounds like you're using an incompatible paper.
It is critical on the dye machines and VERY critical on the pigment ink
machines to use the correct paper. A few that work well are Epson Premium
Semi-Gloss and the Best Proofing Paper 9150 or 6150.
I'm performing a baselin as we speak and and I'm getting densities in excess
of 1.80 for C and M and about 1.20 for Y. If you're getting densities less
than this I would change the paper. For what it's worth, I'm setting the per
channel limits to around 85% for CMY.
