You are wrong. <g>

When you select an intent, Photoshop and other apps use rel col for the device->PCS transform and then your chosen intent for the PCS->device transform.

I have yet to find a single application that actually has an effect over the PCS->device intent, despite several claims to the contrary.

The default intent method applies when no intent is specified by the application. Then the intent specified in the input profile is what determines the output profile intent that is chosen... In practice very few tools do not specify the intent these days. That is typically a sign of a not-fully-implemented CMS that should be shied away from.
