Your preferred colorspace in Photoshop must be set to Adobe RGB (Check our
color settings). So Photoshop assumes all untagged files are in that space.
If you have a copy of that file tagged in Adobe RGB, you get the same
preview.
As to Preview, it's not color managed like Photoshop so it's just sending
the RGB numbers to the screen. It's acting like most of the dumb web
browsers out there. You'll need to convert to a space that's more in line
with how your display behaves (something like ColorMatch RGB for Mac users
or sRGB for PC users). That doesn't mean the preview is correct! But it's as
close as you can get with a non color managed application.
You can NOT turn of color management in Photoshop (5-CS) so when you open an
untagged file, Photoshop is going to take a guess and that guess is whatever
you've picked in your color settings.
