Thanks for your various helpful contributions.

Yes: my RIP software will let me limit inks (individually or
collectively) before I linearize and profile. I use this feature with
the exclusive objective of making the test charts measurable - the final
ink limit will be a compound of this initial total ink limit and the
profile's black generation parameters.

The problem is (with the papers I have tested and profiled this way):
gamut goes out of the window by the truckload.

I shall try the Magic media one of you recommended, and I am also still
waiting for the *only* paper HP themselves sell as UV compatible (HP
Durable Image Gloss UV), although that is hardly going to be
economically feasible in a production environment.
