When is it proper to use EPS format?
Personally, I only save out in PSD since I've been doing InDesign. I know
all kinds of legacy (read Quark) people and shops who are stuck with EPS
format. But if I have the option then it's PSD all the way.

For placement in ID, no. For placement in Quark there's EPS and TIFF and
JPEG until you have one of those ImagePort Xtension that allows you to bring
native PSD elements into Q.

for saving graphics out for placement into InDesign or Quark.
Ah! When saving from Illustrator CS or v9, v10, again since my destination
is InDesign, I never place as EPS but instead 'native *.ai* since ID treats
it as a PDF compatible file format. I believe *any* ai native file can be
brought into InDesign, since version 1.5. So why bother with EPS at all
today? Unless you're going to be doing custom transfer function or halftone
screen. Those are only (to date) only supported through the EPS format.
Duotones and multichannels images no longer require EPS and DCS format since
IDCS can import them natively in the PSD format.

RAM, and CM?
I'd say since the days of InDesign.
