I should say it would be technically trivial to do that with XMP on
an ad-hoc personal basis-you could use the Description or
Instructions fields in File Info.
An equally technically trivial but politically more complex goal
would be to register a public, universally-understood XMP metadata
field specifically for this information, that all XMP-compliant apps
would use automatically.
