No, you're not wrong. RGB color should be decoupled from the monitor or any
device, for that matter, because it limits the "portability" of the RGB data
by binding the data to one set of phosphors, gamma and white point only.
What happens to the RGB data as the monitor ages? What if the monitor breaks
and needs replacing: how could someone possibly alters the data to restore
the color appearance of the old monitor?
