The CGATS File I saved after measuring a CMYK target contains CMYK, Lab
and spectral data, but only from 400-700 nm, rather than the 380-730 nm
I get when measured via MeasureTool (both in 10nm increments). The data
isn't recognized as spectral when opened in MeasureTool (as would be
indicated by the "spkt" qualifier and the "additional info" button), so
you might have to manipulate the data in Excel or something to get any
benefit from the spectral data, if it's possible at all. If you figure
it out one way or another, let me know. ;-)

So, you have a preview of you're target in the "Create Target" tab? I
don't get any preview when running it on a PC, and the software locks up
when attempting to save a target. This works fine on a Mac. How wide are
you able to make your targets for the ICColor? I get pretty skinny
targets (just over 3.5 inches) for the ICColor, even when using the
minimum patch size.
