offset".
It does not mean anything, as long as they don't specify which standard
they use.
Dutch newspaper printers print "ISO 12647-3 certified".
ISO 12647-3 is the ISO standard for them.
In France some printers use the Sicogif standard. That's not (yet) 100% ISO
but it's a French national standard. Some French printers changed from that
national standard to the ISO 12647-2 standard. In Belgium there exists a
national newspaper standard for the transfer of PDF data to print. Not
fully ISO based, but it's a local standard. The printing itself however, is
according to the ISO 12647-3 standard.
You can use any set of agreements and use it as "a standard". That does not
mean it's THE standard.
You can print according to your national standard, but it's not always
according to ISO 12647-2 or ISO 12647-3 (or any ISO 12647 standard).
If you want to be ISO-certified for print, you must follow the ISO 12647
standards.
In Germany, Austria, Switzerland and the Netherlands, printers can be
certified for ISO by Fogra, BVDM and other organisations.
