Recommended luminance for monitor calibration

The recommendation is to set the monitor at about
100cd/m² for calibration. I was wondering the reason for it. I once came accross
a paper mentionning the reference white to be this value and used as Yn in the
L* equation. Is this valid or the reason is else ?
