Fellow Color Freaks!!

We have a client that wants us to output a chart on it that shows a very particular color they want to match in a patch in the center of it. Then show a patch in all 4 directions( Red, Green, Blue, Yellow ) 1 delta e away and then another patch outside of that in all 4 direction with a 2 delta e tolerance. Then also have patches that demonstrate a 1, then 2, delta e patch both darker and lighter ( Luminance) They want this as a visual to show their manufacturers what is acceptable to them for color. The product has many different plastics and fabrics, from many different manufacturers, and they are having trouble expressing how close this color needs to be. Anybody have any experience doing something like this? The only printed example I have seen is a a printed piece from X-Rite called "Visual Color Difference". They used Pantone's, mixed to perfection, to demonstrate this difference. Of course we need to do this as cost effective as possible. I have all the normal color tools at my disposal. Any Ideas?
