Device link profiles are for going from CMYK to CMYK
This is an outdated view, and true, some profile creation tools are
restricted to that.
DeviceLinks can link all kind of color spaces, so RGB -> CMYK is
possible.
One of the key benefits that DeviceLink profiles have is the
optimized gamut
mapping, as source and destination space are well known at profile
creation time. So most transforms using DeviceLinks are much superior
to traditional "normal" profile conversions.
