I agree that a positive test with the Rhem indicator does not guarantee that
the viewing source is correct, but a negative test (when you see stripes)
does indicate that the viewing source is incorrect. So, although it cannot
be used to verify that you have the correct viewing conditions, it is one
check that you can do to indicate that you don't have the correct viewing
conditions. In many cases, this is enough to quickly re-direct the numerous
conversations we might have had about how our prints have "bad color" (or
"don't match the original") to a more constructive education about standard
viewing sources.
