Ok, so I just saved 2GB 16-bit gray film scan as a layered ZIP-compressed TIF file-- and file size was reduced to 1.8GB.
Tried to save 4GB 48-bit gray color scan as a layered TIFF and ran into a 4GB limit, so a PSB file is my only option.
So thanks for correcting my mis-perception about layered TIFFs Andrew. I will probably will start using TIFF more often.
While your point about short term 5-10) turmoil is fair, I still think it's an excellent bet that PSD will have strong long-term longevity. Also since only PSD capable applications will be able to understand the non-destructive layers I'm interested in I'm not sure that a TIFF really does all that much me. From that perspective a PSD is perhaps more direct...
Have to mull this over more...

Preview CAN open a PSD because Apple has paid for that functionality. But other compaines? Probably not.
